The development company was founded in 1994 under the name Petersburg Real Estate. It was transformed into a corporation in 1999, and in 2006 it was rebranded with the name Setl Group.

The company was founded by Yan Izak and Shubarev Maxim Valerevich. The former holds the post of Setl Group CEO, while the latter heads the Board of Directors.
